Allegheny County (Pittsburgh) Health Director

Allegheny County is committed to using the

tools of County government to improve health outcomes for all residents, with a

specific focus on addressing racial and economic health disparities. The

Allegheny County Health Department (ACHD) is charged with safeguarding,

promoting, and preserving the health and well-being of all Allegheny residents

through the provision of top-tier public health services. While Allegheny

County has made significant strides in improving air and water quality, there

is still much more work to be done to protect the health of our community. The

county grapples with challenges like air quality concerns, lead exposure, and

the disproportionate burden of chronic diseases on vulnerable communities.

The Director has broad responsibility for

improving public health in Allegheny County. The Director has direct

programmatic, supervisory and administrative authority over public health

services, including clinical services, public health prevention and intervention

programs, environmental regulation including air quality, and direct

environmental health services. The Director is appointed by the Allegheny

County Board of Health and works closely with the County Executive, County

Manager and other Allegheny County agencies and organizations to ensure that

equitable public health services are provided to all individuals.

The position reports to a nine-member Board

of Health and has oversight of the department including programmatic, clinical,

laboratory, legal, communications, policy and administrative functions. The

Director provides public health and medical expertise and leadership for

disease control, epidemiology, public health regulation development,

environmental enforcement, maternal/child/infant health services, public health

emergency preparedness and environmental health, as well as public health

communications. The Director is responsible for the overall implementation of

the strategic plan and the community health improvement plan.

About the Position:

The County is seeking a seasoned leader who

has designed and implemented significant public health strategies that have

made a measurable impact on community health and addressed the social

determinants of health. The next Director of the Allegheny County Health Department

will oversee a suite of strategies and initiatives designed to improve public

health and eliminate health disparities. The Director will be tasked with

developing and implementing policies that better meet the needs of the

Allegheny County community, with a particular emphasis on providing support for

marginalized community members. The Director will oversee a department with

approximately 300-400 employees.

Responsibilities include, but are not limited

to:

Strategic Leadership

  • Work closely with the County
  • Executive, County Manager and other departmental leaders to deliver on
  • community priorities, with an emphasis on equity, creating effective
  • systems and support for the Allegheny County community.
  • Administer public health programs
  • for Allegheny County including management of personnel, funds, facilities
  • and all assets of the public health department.
  • Enforce federal, state and county
  • laws, rules and regulations to protect the public health and safety of the
  • population including enforcement of environmental health rules, including
  • air quality.

Executive Management

  • Serve as the senior-most executive
  • at the Health Department, directly managing each of the program area
  • leaders, and supervising an overall team of approximately 300-400.
  • Inspire staff to think creatively
  • about meeting goals, and create processes that enable staff to address
  • challenges and meet objectives.
  • With other departmental leaders and
  • Health Department deputies, devise an inclusive strategy to fill vacancies
  • in the Health Department, recruiting the next generation of public
  • servants and helping to create a County workforce that looks like the
  • communities it serves.
  • Administer the department’s budget
  • effectively, with a focus on ensuring each dollar spent achieves maximum
  • impact, leading an effective change management process, and streamlining
  • processes wherever possible with an eye toward resident services.
  • Maintain ACHD Accreditation.

Policy and Program Implementation

  • Oversee the development, promotion,
  • implementation and management of public health services and programs with
  • a specific focus on the social determinants of health; create or evolve
  • policies to improve the factors that lead to improved public health.
  • Understand federal, state, and
  • private health funding mechanisms, and develop effective plans for establishing
  • new sources of departmental revenue.
  • Keep abreast of current trends in
  • public health administration, federal/state policy, and local municipal
  • policies and practices impacting public health.

Partnerships and Community Engagement

  • Partner with local, state and
  • national governmental organizations, non-profits, as well as other private
  • and public businesses to fight on-going environmental, social justice,
  • violence, infectious disease, and health epidemic crises facing Allegheny
  • County and the region.
  • Build and strengthen workforce
  • development activities and relationships with local schools to further
  • support public health.
  • Serve as a key external face of
  • ACHD, enhancing visibility and bringing awareness to the critical work the
  • County does to media agencies, government officials, and other
  • stakeholders.
  • Identify opportunities for
  • collaboration with and among community partners, fostering partnerships to
  • streamline efforts and amplify impact in service of the Allegheny County
  • residents.

Candidate Requirements:

  • Experience with managing large
  • multi-faceted organizations, including overseeing large complex budgets,
  • with a commitment to achieving significant transformations that lead to
  • improved health outcomes and a significant reduction in health
  • disparities.
  • Deep understanding of the social
  • determinants of health, and a commitment to designing and implementing
  • policies that improve those determinants.
  • A commitment to building an
  • inclusive and equitable culture that fosters collaboration and respect.
  • An orientation to servant
  • leadership, with the ability to think at a systemic level while solving
  • pressing, local issues.
  • Leadership experience in a
  • significant change management context, and the ability to manage and coach
  • a high performing, diverse team, supporting professional development while
  • holding staff accountable for meeting goals.
  • Excellent communication skills, with
  • extensive experience engaging managing complex sets of stakeholders at all
  • levels.
  • A degree from a four-year accredited
  • medical school is highly desirable; in lieu of a medical degree, a
  • doctorate in public healthcare or public health administration or similar
  • field will be considered. The Director will ideally have a minimum of
  • three to five years of supervisory or administrative experience in the
  • field of public health, and ideally be licensed to practice medicine or
  • osteopathy in the Commonwealth of Pennsylvania or able to obtain such
  • license.

Salary of this position will be $270,000 .
