MassCEC seeks a talented and motivated candidate to serve as a Program Administrator on the Workforce Development team. Successful candidates will provide strong program administrative and data collection skills with a keen interest in helping Massachusetts increase awareness and access to a wide range of career opportunities in the growing clean energy industry. 

Reporting to the Senior Program Manager, the Program Administrator will directly support the Training and Small Business Support Team, striving to equitably and inclusively grow the clean energy workforce and dismantle systemic barriers for minority- and women-owned businesses across Massachusetts. With a focus on our Equity-related Training and Planning and Capacity grantmaking, the Program Administrator will have the opportunity to flex their logistics and administrative skills while supporting the grantmaking process, as well as expand their workforce development knowledge and program design experience. 

 

Core Responsibilities:

  • Coordinate all stages of grant award process including accepting applications, fielding questions related to applications, reviewing applications prior to scoring for completeness, managing scoring setup, and scheduling needed interviews and follow up meetings.
  • Draft grant-related content when requested by the program managers across the team for relevant grant contracts and documents and assist with management of contract approval queues.
  • Input and review for completeness and accuracy grant invoices, progress reports, and other submitted deliverable and program documents and coordinate with the Finance team to manage the approval queue for payables.
  • Support the Workforce staff and consultants providing technical assistance to grantees with collection of outcomes data, case studies, and other relevant grant information and accompany staff on site visits.
  • Communicate effectively with grantees, applicants, and stakeholders to collect necessary information and data and to provide notices of programmatic changes or opportunities.
  • Collaborate with the Communications team to ensure relevant RFP solicitation postings, program websites, announcements, and press releases are timely and accurate.
  • Assist with regular community of practice workshops and in-person convenings for grantees, as well as other events driven by the Workforce team where necessary.
  • Proactively work with Workforce team members to continuously review and improve existing program administration workflow and tools.
  • Supervise interns and Fellows assigned to the Workforce team.
  • Perform additional tasks or assignments as assigned by the Program Manager and senior members of the Workforce team.

 

Position Qualifications
 Experience:

  • At least one year of experience in project administration or other relevant position, or prior education preferably in human services, business management, education, energy or environmental science/studies, or related field;
  • Experience in the public sector, renewable energy industry, career services, workforce development, or grant administration a plus; and
  • Three years of experience using Microsoft Excel, Word and Outlook, with at least one year of experience acquired in a work setting (including part-time employment or internships).

Knowledge, Skills, and Abilities:

  • Solid written communication skills with the ability to craft and edit effective documents for a range of purposes and audiences;
  • Rigorous attention to detail and well-developed organizational skills;
  • Demonstrated ability to manage multiple priorities effectively;
  • Ability to work independently and collaboratively as needed;
  • Excellent interpersonal, diplomatic, and verbal/written communication skills, including with high volume/customer service assignments;
  • Excellent problem-resolution skills, and demonstrated ability to make informed decisions;
  • Ability to read and absorb complex contracts, polices, rules, etc. and extract the information needed to ensure compliance with each;
  • Experience with databases, CRMs, and analysis of data;
  • Proficient in utilizing the formulas, conditional formatting, data sorting, and pivot tables in Excel; 
  • Excellent quantitative, research and analytical skills;
  • Knowledge of and/or interest in workforce development;
  • Working knowledge of basic accounting and payment processing (budgets, invoices, etc.) preferred
